A Bylined Article Authored by Dr. Chen Zhiqiang, Chairman of NUCTECH, Is Published in WCO News, the Official Magazine of the World Customs Organization
“The AI Revolution Is Underway, And This Is Good News for Customs”, a bylined article authored by Dr. Chen Zhiqiang, Chairman of NUCTECH, was recently published in WCO News, the official magazine of the World Customs Organization (WCO). This marks the second time that Dr. Chen has shared insights with Customs authorities about the prospects of applying artificial intelligence (AI) technology in Customs inspections, following his sharing about the best practices of leveraging AI in helping Customs crack down on illegal wildlife trade in June this year.
 
Dr. Chen starts with highlighting the reality that Customs authorities across the world are embracing the disruptive AI technology which empowers Customs to navigate challenges such as strained human resources, supply chain vulnerabilities, as well as security and revenue risks posed by the flow of goods generated by online sales.
 
Dr. Chen focuses on the best practices of applying AI in the fundamentals of Customs inspections, namely, technology, processes and staff. On the one hand, AI significantly improves the efficiency of automatic detection, enabling non-intrusive inspection (NII) systems equipped with AI to “see” more and have a higher detection rate, fully taps the potential of inspection technology, and improves security and efficiency. On the other hand, AI helps optimize inspection processes, making the 100% non-disruptive screening a reality. Advanced solutions, such as en-route screening of cargo on sky rails, inspection systems mounted on automated guided vehicles (AGVs), and inspection of inbound baggage at airports, enhance security and effectively ensure the smooth flow of goods. In addition, AI empowers staff. AI algorithms offer efficient support to image analysts who have little experience, improve analysis accuracy. Meanwhile, AI also makes the image analysis process shorter and less labor-intensive, effectively addresses the challenge of manpower shortage caused by the pandemic, and enables staff to focus on critical business.
 
Dr. Chen concludes that AI is finding its way into all the critical aspects of Customs control, transforming Customs control through enabling technologies, optimizing processes and empowering staff.
