Advanced Technologies and the Authorized Economic Operator (AEO) Program Help Enhance Smoothness, Security and Efficiency in Operations of Worldwide Customs -- Prof. Chen Zhiqiang, Chairman of NUCTECH
From May 25 to May 27, the 5th WCO Global AEO Conference was jointly virtually held by Federal Customs Authority, United Arab Emirates and Dubai Customs. The Conference which was attended by about 3,650 participants from customs, government agencies, businesses, international organizations across the world, under the theme of “AEO 2.0: advancing towards new horizons for sustainable and secure trade”, hosted discussions on the role of technologies in promoting upgrading of supply chains, risk management, best practices, cooperation, capacity building and other hot topics.
 
Prof. Chen Zhiqiang, Chairman of NUCTECH, was invited to make a keynote speech at the Conference. In his speech, Prof. Chen spoke highly of the AEO program, a flagship trade facilitation program driven by the WCO. According to Prof. Chen, the AEO helps stakeholders share responsibilities in ensuring security in supply chains and also facilitates fair trade. Vaccine transportation, e-commerce and other new challenges impel global customs to re-assess the management and control procedures in operations and to seek a new balance between enhancing security and facilitating trade.
 
According to Prof. Chen, NUCTECH’s advanced screening technologies, such as CT solutions, robots and AI, provide global customs with automated and non-contact cargo screening, effectively reduce the impact of customs control on the trade chain, optimize the resources allocation for customs supervision and control, and greatly contribute to security and trade facilitation.
 
Prof. Chen emphasized that the coordinated development of advanced technologies and the AEO program would help fuel smooth and frictionless trade, boost secure and protected supply chains and drive smooth and efficient operations of customs.
 
As of today, NUCTECH has provided customized solutions to customs in over 100 countries across the world. The intelligent image analysis system jointly developed by NUCTECH, China Customs and Tsinghua University, has been put into use in over 40 customs districts across China and has helped customs achieve fast customs clearance with effective supervision. According to the media coverage, the intelligent image analysis system has greatly increased the customs clearance efficiency and supervision effectiveness, and has assisted customs officers in seizing a large amount of concealed contraband in the inspection of cargo, passenger luggage and express mails.
